• The council: It is the supreme supervisory authority in the Commission. Responsible for formulating the general strategy and the policy directions of the commission.
• The Council consists of:
- Minister of Higher Education (Chairman of the Council)
- Minister of Education (Vice-President)
- Chairman of Distinctive and Creativity Commission (Member)
- General Director of Scientific Studies and Research center (Member)
- General Director of Atomic Energy Commission (Member)
- General Director of National commission for Biotechnology (Member)
- General Director of Higher Commission of Scientific Research (Member)
- Three academic personalities with specialized expertise (Members)
- Three public figures with specialized expertise (Members)

• Two representatives from the students will be selected according to criteria specified in the Commission’s internal law of, but they are not entitled to vote.
• The council’s chairman shall be the secretariat of the council
• Academic and public figures with specialized expertise in the membership of the Council shall be appointed by a decree for a period of three years renewable only once, upon the proposal of the Minister.
• The Council shall undertake the following tasks:
1. supervision Level :
- Setting the general directions of the national strategy of distinction and creativity, and the operational policy for Commission’s work and its development plans.
- Reviewing the commission’s work and evaluating its performance periodically in light of implementation of its general objectives.
- Approval of contracting with public and private institutions and regional organizations.
2. Scientific level:
- Approval of the establishment of centers in the provinces.
- Approval of the establishment of academic programs and research incubators and various Olympiads
- Approving the annual report prepared by the Chairman of the Commission
- Conclusion of cultural, scientific and technological, cooperation agreements between the commission and other entities and individuals according to the laws and regulations in force.
• The President of the Council shall assume the following tasks:
- Supervising the implementation of the National Strategy for distinction and Creativity and the development plans approved by the Council.
- Inviting the Council to convene after the preparation of the meeting agenda.
- Managing the sessions of the Council and adopting the Council’s decisions.
- Any other functions delegated by the Council.

• The Vice-President of the Council shall assist the President in carrying out his work and shall assume all his powers during his absence.
• Secretary (Head of Executive and Administrative Coordination Bureau at the commission):
- He is the coordinator between the council members and the commission‘s Administration, regarding the implementation of the commission’s strategic plan.
- Preparing an agenda, and writing meeting record of the Council, and distributing its decisions, plus organizing, signing and documenting correspondence, invitations and documents, pin addition to coordinating with the scientific affair’s Councils in the commission’s centers and administrations.
• Council’s working Mechanism:
- The President of the Council may invite any person he deems appropriate to attend the meetings of the Council without having the right to vote.
- The Council shall hold its ordinary sessions every three months and whenever necessary.
- The council’s meetings considered legal by the presence of two-thirds of the members. Decisions and recommendations are issued with approval of the majority of presents.
- The Chairman of the Commission may request a special or urgent meeting of the Council with mentioning the reasons.
